Title: Looking for Budget Gaming System-trying to stay between 5-700

Ok 3-5 FPS was not acceptable for fighting an outdoor world boss, which means that it's time for a new PC if I want to do outdoor raiding. Unfortunately I have no time to look up things like that so I turn to my friends for help and advice. I have a budget of 750.00, what's the best rig you can build. I have a copy of XP Pro but if DX10 and higher is worth going to Win7 Ultimate I'll consider it. Below is my current build:

Card name: NVIDIA GeForce 9800 GTX/9800 GTX+
Display Memory: 512.0 MB
Current Mode: 1920 x 1080 (32 bit) (60Hz)
Processor: Intel(R) Core(TM)2 Quad CPU Q6600 @ 2.40GHz (4 CPUs)
Memory: 3070MB RAM (4GB)
Page File: 2642MB used, 2313MB available
DirectX Version: DirectX 9.0c (4.09.0000.0904)
Operating System: Windows XP Professional (5.1, Build 2600) Service Pack 3 (2600.xpsp_sp3_gdr.111025-1629)

Case = use your old one as long as it's a full tower.
RAM = Patriot Viper Xtreme 8GB (2 x 4GB) 240-Pin DDR3 SDRAM DDR3 1866 (PC3 15000) Desktop Memory Model PXD38G1866ELK (http://www.newegg.com/Product/Product.aspx?Item=N82E16820220562)
OS= Windows 7 Home Premium, not sure what benefit ultimate brings over HP just make sure it's 64 bit so you can use all 8 GB of ram.
If you're happy with your old hard drive stick with that, no reason to get a new one unless you need to.
Same for disk drive.
You might need a new power supply as well but I wouldn't know without knowing what it is. Total for the parts come to about $690, if that is too steep or if end up needing to replace something else you can downgrade to the card I just bought (I can't remember the exact model off the top of my head it's an XFX Radeon 6850 2GB DDR5) that is about a hundred bucks less that the card listed above after the mail in rebate. Unfortunately I don't have any of the graphics benchmark standard games to test it fully for you but it ranked a 7.8 out of 7.9 on the windows user experience scale.

This is your biggest problem, 1 GB of VRAM is the baseline now-a-days so you may just be able to replace this.

Memory: 3070MB RAM (4GB) 3070 MB is only 3 GB but I think I know the problem, you probably have 4 gigs installed but your operating system is only 32 bit so it can only use 3 GB max.

So really upgrade to windows 7 64 bit so you can use all 4 gb of ram, maybe upgrade that to 6 if you're board supports it, upgrade your video card and you might not need a whole new system.

And now either the mobo or the video card died...I don't have another PCI express card to test...POST goes several long beeps and does not recognize the monitor anymore...so this has become a moot point...
What is the beep code?

To be honest, Intel does make a better processor, however when considering Dollars per Hertz, AMD is the best, hands down.
