Then get rid of the sites and bump this down to 50. Actually, it should be at 56 regardless of the sites. It is, however, foolish to base an entire deck around Iron Pan. Many decks, such as Genesis, Sam, and Prophets, will have at least one fortress that's relatively expendable, on top of cards like DoN, Forest Fire, and Assyrian Siege Army, all of which will take out Pan no problem. Not to mention the fact that first you need to draw it to do anything with it, and you need to have a Babylonian in play. Other problems include the fact that Pan will render your offense impotent. I'm telling you, if you're going to run a big defense like this, Israelite Royalty is the way to go. Your brother is going to discover very quickly that this deck will lose almost every game it plays.
