HHI doesn't ignore. It says they can't band, that's just a negate-type card.

Card in question:

The wording on the physical card says 'have no effect' which is defined by the REG as being the same as Ignore.

In addtion to that the play-as uses the word Ignore.

HHI absolutely ignores.
