I want to make a huge defence deck out of the Romans. but I stioll need an offence for it. I need a nine card offence(characters and enhancements) not NT or needing a fort. would be preferable.

Sounds like you need a Zebulun offense.

what would be needed for it? never even heard of it.

Here is a Zebulun offense I have used in the past (note a Fortress IS used, but it is set-aside, since I assume Romans Destroy Jerusalem is what you were worried about)

Here's how it works: My defense is based around big banding and autoblocks, with minimal use of EEs (which keep your hand size up). I use Ahimaaz and Urim and Thummim to find out what my opponent has. U&T works if your priest is set-aside, so I stick Ahimaaz in KR and only bring him out if I need to play Benedictus against Golgotha, or RA+Withdraw to trigger Chariot (to keep only Gen Heroes in play). Covenant of Palestine stops Writ/Charms, and also returns Zeb in case he does get captured. Angel at Shur is Genesis so he doesn't affect Zeb's ability, and can fetch him from deck. Brass Serpent heals Zeb from CM. The goal is to keep your hand as low as possible, and attack whenever you see that Zeb can get through. It might be tough with Romans (who don't have a lot of blocks outside of EEs) but it may be possible.

Initial iterations of Zebulun decks included a full defense with EEs, that were just discarded after you locked out your opponent (he was decked and had no way to get past your defense), but that is now better accomplished by Watchful Servant (who is of course NT).

The problem with the offense listed above is that if your opponent uses DoN well, you lose.  They either negate and discard your Chariot of Fire after you've been discarded, or they target your Cov of Palestine and simply capture you with Unholy Writ or Magic Charms.

The best way to prevent these problems is with a temple holding Lampstand of the Sanctuary.  But that requires 2 more cards.  You can cut out Brass Serpent and Angel at Shur to fit it, but then you run into the problem of your Romans Destroy Jerusalem killing your own Temple.

I'm just not convinced that Emps are a good defense to use for a turtle deck.

I have enough evil artifacts that are mean that they will want to kill those first.

If a player figures out what your deck is early on, they will know they want to save DoN for Chariot.

One other thing I forgot to mention is that if I were to update that deck, I would include Kidron Valley to get rid of Writ and Charms.

I also agree with Prof U that Emperors probably woun't do much for you with that offense (although there is a good chance that I would include Emperor Tiberius and Sorrow of Mary in my defense).

Kerith Ravine would be more efficient than random priests. 

Why do you need Kerith Ravine?

set aside Ahimaz so that Zeb works. and it is better with the site, cause you keep bringing him into play every turn. NEW COMBO!!. that stops the capuring.

I don't need Zeb to work because Zeb isn't in my offense. You can use him if you want.

Not sure if the second half works. I tried to argue it with Pentecost, but Olijar and I never decided on something.
