Provisions > Mustering for War
How has this deck been working out for you? I set-aside my Sam deck for the time being. Just seemed that it was getting too spread out on offense and was having more and more problems ever since the new rules came about. I have thought about trying to come up with a Sam/TGT deck. TGT would force them to put down their ECs, making Foreign Sword that much better. However, at this time I'm trying to focus my attention on balanced decks.
I tried something similar to this offense, but the SWJ part would never work.

If they don't have an Evil character then you can decide to just not use the CtB ability. I see your point, but in reality how many times are you actually going to use ASP to get MfW? I would say less than 1% of the time. You will almost always choose FS or Bravery. I would venture to say you would use Provision's CtB ability many more times than your recurr MfW.
I would defin. use Eli's Sound Advice or Provisions over Mustering for War. Ambush the City is always a great add as well, especially if you attack w/ Woman or TL to bring up a Soul 1st.
