Sam decks vary among players and they're really only called Samuel decks because they have Samuel in them and he's used in many decks. Although, some key cards for a Sam. deck to function well would include Angel Under the Oak, David, King Saul (good or evil or both if you want)(optional depending on the deck), Sam's Edict, Eli's Sound Advice is nice, and usually he's paired with FBtN banding or just straight-up Judges like I do which I tend to prefer.
