The first thing you should probably do is cut your deck down to 56 cards.

You can take out...

-A couple lost souls
-A few sites
-An artifact or two
-Characters and enhancements, 8 characters and 8 enhancements is a good ratio for both good and evil. (Just decide what you don't use as much, you've got some of the best enhancements in there such as Reuben's Torn Clothes, Abraham's Servant to Ur, and Heavy Taxes.)

You can add in....
-Destruction of Nehustan, Falling Away, and Guardian of your Souls if you have any of those cards.
-A couple mutli-colored sites
-The "NT only" Lost soul.

You've got the makings of a deadly deck.

Considering Tim Mierz won 1st place at Nationals with a Blue/Grey deck, you should totally listen to his advice

Watch out listening to me too much though: I tend to basically make recommendations that make decks similar to my own.

For every card in your deck, ask yourself, "What do I gain?" For everything you see in other people's decks, ask yourself, "What can I do?"

Example:
"What do I gain from having Emperor Galba in the deck?" You gain the ability to pull out a helpful fortress, you have the ability to repeatedly disrupt the opponent's hand, you have good numbers for first strike, and you have someone to play Heavy Taxes on.
"What do I gain from having Laban in the deck?" Not really anything. All he ends up being is a character to fill up a character slot.
"What do I gain from False Priests?" Actually, nothing at the moment, since their ability only affects a card you don't have. So actually, I change my previous advice - don't leave them in, unless you get a hold of the card False Peace.

Example 2:
"What can I do against sites?" You have several cards, like Jacob's Dream and Priestly Crown, plus a 3 different colors of sites you can potentially use for access.
"What can I do against big banding chains on offense?" Not a whole lot. While you gain the initiative to play cards like Dishonest Trader, Deceptive Sin, Hard Bondage, and other non-battle-winning cards, you might not have a great chance to actually win the battle. Some options for handling that include Expelling the Jews (return human Heroes to territory), Deluge of Rain (discard all cards in battle), or capture cards in conjunction with Raider's Camp (when you lose a block, you can return captured Heroes to their owner rather than giving up a Redeemed Soul).
"What can I do against The Garden Tomb?" All your characters are of the same brigade, so you at least have some chance to block. Romans have very few simple means of protection against opponents hitting your territory. You do have the Color Guard LS and a Purple site, so you at least have some potential protection against Authority of Christ. It's hard to do much against The Garden Tomb, but the enhancement Romans Destroy Jerusalem will discard the Tomb as well as most of that deck's Heroes, if you have a chance to get your Evil Character into battle. (A more advanced tactic might be to include a side battle card, like Cup of Wrath, to force one of your Evil Characters into battle during your own rescue.)

It seems like you have a relatively limited card pool. The tin with Simeon and Emperor Galba in it is a great start. Some other tins that might interest you are Faith of Our Fathers tin #4 (including Jacob and Benjamin, two of the best Genesis Heroes), Rock of Ages tin #14 (some more Genesis help, including Levi, who Simeon can band to), and Rock of Ages tin #16 (some nasty Roman cards, including Romans Destroy Jerusalem, another emperor, and a beast that can band to any emperor). Faith of Our Fathers tin #9 also included some non-Roman gray cards that I used, like Namaan and Namaan's Chariot and Horses. Other older cards you might want to seek out are Obedience of Noah (found in some older starter decks), Emperor Nero (a nice emperor found in the Apostles set), and Unknown Nation (a curse from Priests that should probably go in every deck with human ECs - it lets you search your deck for a human EC and add it to battle basically whenever you want, even if you've "lost" the block already).

but y would i take out book of jashar?? it duplicates any enhancements so i could use it to duplicate reubens torn clothes couldnt it?

It's rare for you to want to play most of the enhancements in your deck twice in a row. For instance, with R's Torn Clothes, once you're already ignoring the blocking color, why do you need to ignore it again? Sure, there are some rare cases. But I'd prefer something that can stand on its own and almost always be useful than something very situational.

I see a major concern and minor concern for your offense. Major, you can only rescue a couple lost souls. You have 3 battle winners which equals your opponents 3 dominants, not counting Unholy Writ, 2 liner, or Unknown Nation. Minor concern, there is not any recursion so I Am Holy will hurt you unless you go up against a speed deck they have to d/c their evil dominants, but I do not see that happening often.
