Should be 56.

Well, first of all, if so much depends on Agur then you want to be able to get him out early.  So you may want to have cards like Angel at Shur promo, Search and False Peace in there.

Also realize that if you band Moses in he will negate everything that has preceded him.

Are you going to put deborahs directive on Moses cause isnt Moses and judge now and doesnt that make it cannot be negated if used by a judge? Is that it because I dont see how this is going to work

Oh, boy.... I wouldnt bring Moses in! Both of thoose card's allow me to bring any amount of good OT hero's from my territory, so I dont HAVE to put moses in. And , yes, he is a judge.

Yup.  You should use it on Ibzan so it's CBN - bring in Moses for FBTN banding goodness 

Moses is not a judge, not according to redemption at least.  check him in the reg if u need 2
