Evil Character wise I would cut the Syrians, If you want to use Pharisees then focus on them and maybe Nero or Emperor V (Cant recall his name).
I would take out one generic Pharisee for a Hard-Hearted Leader (disciples).he can band to Pharisees and is 6/7. You could through in a Sabbath Breaker for a extra draw three.
Evil enhancements you should make the ratio of Character and enhancements 1:1 at most. Use enhancements like: Pretension, False Peace, Balaam's Disobedience, Tenants Kill the Son, Night Raid, Naaman's Chariots/Gold Shield, the three Black/Gray cards, maybe the Curse about Peter.
