Made a bunch of edits to try and make it stronger.  I decided to forego Out of Bethlehem and Betrayal because what I would be pulling from Reserve I didn't want to miss out on them because I am planning to do so much drawing not at beginning of turn.  Am I correct that there really isn't much reserve access for disciples and philistines?

Looks like a good start for sure. For the initial deck, my biggest comment would be that you probably have too many good enhancements and not enough ECs to have reliable draws/blocks each turn.

For the Hero Enhancements, I would take out either Walking on Water or Passover Hymn (likely the former) and sons of thunder.  For Philistines, cards I would consider adding to help with your ECs are Philistine Outpost, Devouring Philistines, King Achish, Philistine Diviner’s, Fallen Warrior (more likely if Philistine Outpost goes in), or Delilah.

Possible adds/edits for the future could be:

The Ends of the Earth (Additional Speed and getting out numerous GEs)
Reach of Desperation (same as above + play AOCP)
Swap Faith as Mustard for Eve’s Descendant(POC) (Functionally similar without NT limitation and adds star ability)
The Wages of Sin (and throw some of the evil cards with discard ability in a Reserve)
Start a Reserve
Abandonment (EC) and/or Scattered Sheep (POC) could be essential for FBTN banding
Paying Taxes (likely reserve card to grab with Wages if needed)
Joseph in Prison (can be a great block at times and mean when played on Saph)
For lost souls, I would probably try a typical NT lineup (Gain (ROJ), Imitate (ROJ), Humble (ROJ), Dull (COW), Lawless (COW), Crowds (Promo)) and then probably Prosperity (FOM)

That’s all I have for now. Hope it helps to get you thinking about options. I know there are a ton more out there too and others will be giving input as well.

War (RoJ) would be a good addition for the defense. It can grab three of the evil enhancements, and recur the spears every turn. It's so useful just as a short character who can grab weapons from basically anywhere.

If you're building this off mostly starter decks, I don't know why you wouldn't run Vain Philosophy. Cut a GE for it (probably Walking on Water).

Delilah seems great. Cut a GE for her (A New Commandment).

Get a copy of Black/Gold Outsiders (RoJ common Evil Character) and trade a GE for it (Sent Two by Two).

Get a copy of 12-Fingered Giant (Faith Fathers Tin card) and trade a GE for it (Sons of Thunder).

Get a copy of Reach of Desperation and trade a GE for it (Miraculous Catch).

Get some cheap LS with abilities (Shuffler, NT only, etc) and swap the generics for those.

-These should all be easy enough to accomplish for a 'beginner' deck.

It appears he cut your weaker GEs (since 12 is generally too many) in order to add some strong ECs so the deck is more balanced.

Vain Philosphy - doesn't directly help win a battle and looks super creepy
Delilah - only 3 toughness and I want to add Crown of Thorns, also didn't feel like I needed a small EC with the type of defense this is
Reach of Desperation - I didn't think I had it but I will check again.

Can anyone tell if there are cards that can help get Fishing Boat out quicker?  Also, are there any Sites that would help Philistines?

Vain Philosophy can get rid of SoG/AotL/a battle-winner from your opponent's hand before a battle, and can sometimes count as a free block.
Delilah is great because she can band to any male EC. Which means she can band to your opponent's ECs, which helps protect from Angel of the Lord.

You could fit Reverence and Awe (CoW) into the deck somewhere if you have it to tutor Fishing Boat. As far as Philistine Sites, Ashkelon is sorta a Philistine site, but the fortress Philistine Outpost (TxP) is much more worth running. Discarding Armorbearer or Garrison from deck to search discard pile for them and put them in your territory is great. That said, if you have space and can get the card, Altar of Dagon (FoM) is great to counter the great weaknesses of Philistines (AotL).

Made some updates for the Lost Souls and a couple of the other recommendations.

What does Ashkelon do?  Is it a Site?

I think I have Altar of Dagon

Also, can someone tell me the nicknames for the Lost Souls?

Would Patmos be helpful for this deck?  I was thinking that I could use the Lost Soul that protects my EC in territory from the color but Patmos is multicolor so that won't work.

Would it be advantageous for me to put Altar of Dagon and Ashkelon in Reserve and put Out of Bethlehem and Betrayel in deck?

Also, what about adding I Am Creator and Shipwreck?

Would Temple of Dagon be helpful? (I'd have to trade for it as I don't think I have it)

Patmos is great cause it's basically a free disciple. I'd recommend it just in general.

I'm not as sure about Out of Bethlehem, as it's not the best enhancement option, but Betrayal is great. It wins a lot of battles in my experience.

I am Creator is powerful, and certainly helps for those times where you need a hero and you just can't draw one. Shipwreck is good and worth running especially since you have space. If you have it, I may even add in Destruction of Nehushtan from Patriarchs instead of Strife. Being able to kill a You Will Remain is so good.

I was thinking Out of Bethlehem because it can pull Ashkelon from Reserve but I also have space to go up to 56 in the deck itself and only other reserve pulling card would be Betrayal.  So I might just forgo the reserve pulling cards and not use a reserve at all.  Not sure if that is more or less helpful?

I don't have DoN at this point.
