You can play territory-class cards in your prep or discard phase on a character of matching brigade, like healing or set-aside cards. They're discarded when used unless otherwise stated. You can play them in battle as regular enhancements as well, and they follow all those normal rules.Normal "place" cards do not get that advantage without something like High Places; you can't normally play Palsy outside of battle, for instance.

Also, so like Abom can be played on an black evil character in your territory, but then due to its ability is placed in opponents territory. But, if you don't have a black evil character currently in play can you still play it? And, are there other Territory-class cards that are played in opponents territory?

It won't do anything of value if the black character you play it on is not a Greek though. Without a black Evil Character you cannot play a black Enhancement, even with High Places. Enhancements always require a character of matching brigade to activate.There are only a small amount of territory class Enhancements in print so far because they are new with Treasures of the Past.
There are several place cards that remain. Some popular ones are Set Fire, Image of Jealousy, Sin in the Camp, and Weakness. Some other ones are Destructive Sin, Fear of Danger, Seeds of Doubt, Lukewarm, and Built on Sand.
