Oh, you know, I just thought of a fun Persian idea: "Characters may not return from set-aside next round."
Use the Mad Bomber to rescue his Province.

Bad wording I know but basic idea.

EDIT:
This is more defense in general but can we get more evil set aside cards that set aside heroes? Those are awesome.

how about "Protect Persians from being discard, set aside, or removed from the game. All set asides must be set aside for an extra turn."
or something like that.

oh, and the IDENTIFIER would be: "HOLDS one Flying Carpet, CBN" because now CBN identifiers can exist.

DD would have been a better thought then Flying Carpet, but it was the first persian thing I could think of.
personally, I like the (other) brown protect fort. "from opponent's cards" it's so easy and it covers everything. it also covers a very limited amount (like persians would) of evil characters. so it can be everything, because it really protects very few.

Sodom or Gomorrah, or Sodom and Gomorrah which ever strike your fancy.  It was a place that was very difficult to leave, Lot's wife sure didn't want to leave, and God had to pull Lot away.

I fixed what I would prefer. and the bold is fixing the wording. Goshen and Musicians Chambers don't work because of poor wording (well, they do but they don't...)

This ability is downright snide.

The only problem I have with this is that the card holds no characters. The reference verse was chosen because, even the proximity to the evil cities caused problems. This fortress would basically affect the whole of set asides.

I like the return to territory Idea, however that leaves us with the problem of the set aside abilities. For instance, Gather Michael, 2 turns in you rescue a ls with Jacob and RTC, Michael would be returned to territory before gathering had it's full 4 turns. Is Mike gathered or no? It could be worded to make any set asides not work at all. like this.....

The only problem I have is that I see no precedent (maybe Raider's Camp...) that allows you to manipulate your opponent's characters (basically stealing them and putting them in your own fortress).  But as it is, I feel like it could only effect your characters.

But if it does... why not,

[Have a counter add-er (i.e. whenever a good dom is played, or a character is put into play, or LS in play (I like this one), or a human rescues)]
(So, for example) 

Set this Fortress aside.  Characters set-aside are placed here instead.  Counters are not added to characters while they are here.  Whenever a human hero rescues a lost soul add a counter to each character here. 
Gates of Hell is by far the best card in the game.  No questions asked.

That would be OP and would also make evil set asides too powerful (imagine a T2 abuse of that fortress).

On the contrary, this would slow down set-asides.  Adds a counter everytime a hero rescues a soul...

Actually, this thread is not for new cards.  It was started for a purpose.  Specific new card ideas are not as helpful as telling us what your favorite theme/culture needs.

Please complete the statement, "I wish (theme or culture) had a way to _____ "

If you'd like to propose new card ideas, there is a section for that.  :)

I wish that Angels had a noticable theme (or at least one that I could notice)

i agree more pre-block ignore is needed, but zeb isnt a real threat in real-life games, as those super turtle decks built around him usually time-out. however, he's pretty broken in ROOT (as there is no time limit), and should be a legitimate concern as it is an official tournament format.

Actually, this thread is not for new cards.  

How could this thread not be about new cards? Are we going to cut and paste our old cards, or is Cactus going to print stickers with new abilities that we place over existing cards?  ;)
