Can Paul use Peace Treaty (FooF tin 5, "O.T. Hero ignores one evil brigade except orange, or may band to a human Hero."), considering he does not have a Scripture verse?

The card doesn't have a reference, but he's been given one anyway.  The REG says he has an Acts reference.
