I am currently trying to figure out which brigade has the most negates (That don't require a specific person to use them. I'm looking at you The battle is the Lord's. Tell me if I missed any (this list includes ITB d/c enhancements)

Blue:
Sign of the R
Ehud's Dagger
Abes serve
Book of jashar(maybe)
Cov with noah

Red:
Holy ground
Counsel of abigail

Green:
Trust in the Lord
Ben Snatches a spear
Swords into Plowshares

White:
Blessings
Burning Bush
Undefiled(OT requirement but thats a little less than WC only)

Purple:
5 smooth stones

Silver:
Flaming sword

Gold:
Plague of Hail
Bow and Arrow

Teal:
Scapegoat

Depending on your reason for this project you might also want to include cards that interrupt and then do something else that would stop the previous enhancement like kill the character who played it (ie. Striking Herod) or give protection (ie. Protection of Angels).

You also might want to include cards that interrupt and play next, which would also allow you to do things to stop the last enhancement (ie. Swift Beings).

In your list, it looks like Silver only has 1 negate card. But if you count the above 3 examples, there are at least 4.

Basically I want to make another WONL deck, but am unsure which brigades to use.

Definitely Gold. It has 3 Negates (one of which is CBN on a Judge and can also be a battle-winner), no-SA Heroes who are actually useful for other stuff (Judge's Seat), someone who searches for Windows, and Luke Heroes with no SA who can use CBN battle-winners.

I think they have one... but words of encouragement is with anyone. In addition, as it adds an NT angel to the battle, there are a LOT of no special ability NT angels.

Then you can play striking herod and flaming sword.

Teal has Zeal for the Lord and Jordan interrupted, Silver has Striking Herod, Swift Beings and Protection of Angels (Consuming fire is a prevent all that you can play before battle), White has Cymbals of the Levites, Words of Encouragement and "He is Risen" (with any NT females it works, they don't have to be in battle), Gold has Ehud's Dagger, Red has Walking on Water (for NT as much as Protection of Angels is a negate), I did repeat a few that have been said.

I know some of these cards aren't as useful without other non-special ability cards, but a few you left off Prof.

Othneil is also a 4/4 judge
Agabus, Isaiah, Miriam & Zechariah are prophets and can use Hidden Treasures
John can use TGT (for those of you who don't hate it!

For Genesis, you should keep in mind that Seth is also a non-SA hero, although he isn't female. For Gold, as Crash mentioned, you forgot Othniel. Samson can be useful for Samson's Sacrifice NoN and Jawbone purposes. You also forgot to mention that Eli could band to Samuel. For green, Agabus is useful as a NT prophet, Miriam as a female, and Isaiah for a few things, the most useful possibly being a CBN SiP. There are also many non-SA prophets to use prophets-only enhancements and HT. For purple, I might put King Saul in there, as he is a 10/10 WC good king, which can be quite useful. Also, Elijah can band to Elisha, and John is useful as a TGT hero. Remember that Red also has a few NT non-SA heroes for using Walking on Water. Daniel may be included as a useful white non-SA hero, if you are using the Daniel band. (True, it's probably more useful to have an angel at the end of that band, but...)

If going single color Windows of Narrow Light, blue is pretty good, for all the negates, pretty big numbers, and ability to search for WONL, as mentioned. Sarah being a big numbered offense feamle hero is good too. Blue Splash across old and new testaments would be my single color choice. In my WONL deck though I just picked the biggest heroes I could find across all colors, added Wool Fleece, and all the big number Rainbow Enhancements. But I like your negate idea too. Gold is a good second choice, in my opinion.
