That's correct. She had another Elders of Jerusalem, too, so after using the covenant that converted one evil character per turn to a green hero for a failed rescue attempt, I was actually out of evil characters, had drawn my whole deck, and she brought in a 19/19 Elders banded to another Elders for the win. It was crazy!
