Stall, could it work?

So I was thinking about the "Set Aside" Lost Soul, Burial Shroud, and cards like Great Mourning. Could a deck be done where you can prevent your opponent from making rescue attempts on a consistant regular basis? Could be a good strategy if it works.

Yes it could using raiders camp, self capture, return ec to hand and may not make a r.a. next turn cards.

I am not talking about T2 unless I am explicitly talking about T2. Also Mayhem is fine now somehow!
