is there a card you would place in territory that would protect all forts in territory from discard i.e. High Places + capture abuse

Not that I am aware of.  However, something to consider here, High Places discards itself if you capture a character using its effects, but it does not negate itself.  Setting up a multiple capture preperation phase is not a bad idea, just keep in mind that you have to do it all at once.

Sadly enough, this does work.  Although why angels would protect places of false worship, I have no idea.

Makes sense to me. Angels have been doing all kinds of shady stuff since Genesis 6.
I am not talking about T2 unless I am explicitly talking about T2. Also Mayhem is fine now somehow!
