Troops discharged? It doesn't pick off an evil character but it side battles and has the potential....

silly ninja, I don't want them to have a chance to play cards. and I kinda want to pull it off every game. Haman's Gallows FTL.

I think Haman's Plot is your only option, man.
EDIT: Wait, I think "Take as a slave" just says "capture a human." You might be able to capture evil characters that way.

I'm guessing you mean Evil Gold, so I don't have to list the many conversion cards you would have as options.
Anyway:
Failed Objective (in combo with a way to bring in your opponent's EC's)
Zelophehad's Sin (same combo)
None that Breathed--discards a King, good or evil, from each opponent's territory or set-aside area.
Pharoah Neco--Captures King Jehoahaz
Haman's Plot. Obviously.
Korah's Rebellion (same combo as top two)
Treachery Afoot--Discards a male human EC in opponent's territory
Pharoah Hophra--Returns a Babylonian in play to top of draw pile
Rizpah's Sackcloth (same combo as the top two)
Since I'm assuming you wanted more specificity than King Jehoahaz or a Babylonian, and you didn't want to use a nuke the battlefield card, then you're left with Haman's Plot, None that Breathed, and Treachery Afoot.
