If I block with Damsel with the Spirit of Divination and my opponent has Saul/Paul in hand does paul count towards the brigades.

well if Philosophy can be targeted as good or evil in hand then I guess Saul/Paul can be too.

I think so because he comes into play as evil but it says nothing about when he is in your hand. His ability hasn't activated if he's in your hand.

It doesn't count because Saul/Paul is considered an evil card.
Reason:
In T2 Saul/Paul counts as an evil card
An unanswered question is infinitely better than an unquestioned answer.

Yeah, i remember hearing you can have 5 S/P in a T2 deck because he's a single color grey EC by default.

Yeah. I've known that was the rule for a long time. But it still doesn't make all that much sense every once in a while.
Think of it this way,
Paul is just converted Saul with a special feature added. The card itself is only a gray EC, the second brigade and abilities are just a special way of showing he does something different once converted 
An unanswered question is infinitely better than an unquestioned answer.

Saul/Paul is an evil card at face value.  Cards in your hand are at face value.  In hand, Saul/Paul cannot be targeted as a good card, by Damsel or otherwise.
