Will this make Abaddon a 12/12 or a 22/22? I figure a 12/12, but the increase/decrease confuses me.

12/12 is correct.

The basic intent of the card is to take a character that has an ability you like and either make them stronger by the numbers (12/12) or easier to get initiative (1/1).
Examples for reference:
Promo Goliath can be made 1/1 to help get initiative after your opponent presents a new blocker or against a giant-slayer.
Herod the Great can be made 12/12 to help win by the numbers against a presumed solo rescuer.
