If my opponent has a captured hero in Raiders' Camp, can I use a transfer ability to send it to my opponent's LoB?

That's a good question. I don't believe "transfer" has an official definition. I would be inclined to say no, because to transfer something (in general) you typically need to have control of it to begin with. But that does probably need to be addressed.
