When using When Judges Governed (http://redemption.wikia.com/wiki/When_Judges_Governed_%28J%29), can the withdraw and discard target the same character?

Yup. Multiple abilities on the same card happen sequentially. I think there used to be a "target when played" lobby but they lost.
