Title: When is Clay officially considered a brigade?

I assume that it will be right after Nats ends, but I want to double check. When will Clay officially be considered a brigade in Redemption?

It would be odd if clay is considered a brigade for booster, but not for T1-2P, but I imagine it's only considered a brigade once the cards are legalized.

I don't think it would be that odd, didn't the same thing happen when I/J was released? (Where they were legal for Closed Deck only for a few weeks)
