I don't understand... it's basically protecting them while set aside, but when they come back, it's worthless?

It's pretty much just temporary protection. I have once used it in a black brigade deck where I used Wrath of Satan, and that worked pretty well.

Passover could be handy if plan on setting aside a character that you know your opponent will not want to come back; like, if you use a bunch of really good set asides at once on an already powerful character, and you don't want your opponent to make it all for naught by discarding him or whatever, then it might be a good option.

Otherwise, yeah, it is pretty worthless by itself.

It would be good if "negative effect" included cards from the same alignment... then you could use it with ANB.
