This was a big question when I left three years ago. Do we have an answer yet?

There was a thread started in the last week or so with an Elder arguing that Apollo should be Egyptian based on his verse indicating he was an Alexandrian, but he was met with heavy resistance. 

So, no?  :D

According to Ms. Dolezal, you simply declare what civilization you want to be and ::poof:: you are now that civilization.

Other than that, there is an ongoing discussion due to recent threads pertaining to civilization claims (like that guy from Alexandria).

There have been many discussions you can probably find on the main page of Ruling Questions still, mostly around Egyptians and Royalty.  I won't rehash them here, but we do have current rulings in place for those.

For an overall definition, that is on the minds of the Elders currently.  We are also updating the REG (http://www.cactusgamedesign.com/message_boards/reg-and-wiki/2015-reg-update-thread/) at present, so comments regarding how to treat civilizations (or other situations) that are placed there will be reviewed by the group as we make changes and updates.
