To be clearer, if an exchange ability targets a location where the contents are unknown to the user of the exchange ability (deck or discard) then it inherently includes a search ability as well and would be prevented by anything stopping searches (such as Nazareth). If an exchange targets a known location (hand, territory, set aside) it does NOT include a search and can function regardless of any abilities affecting searches.
