Uses of Shrimping Vessel

This came up at the Hartland playgroup's local tournament 2 Saturdays ago.

The question: How many times can you use Fishing Boat per turn?

Of the 3 of us playing disciple offenses, we had 3 different opinions:
1. You can use Boat as many times as you want as long as you have the Disciples to put under.
2. You can use all of Boat's abilities once each every turn (so draw once and give access once, but that's it).
3. You can only use one of Boat's abilities once per turn (either draw or give access, not both, and neither more than once).

Which of these (if any) are correct?

Type: Fortress • Brigade: None • Ability: None • Class: None • Special Ability: Set this aside. Each upkeep, you may place a Hero from here beneath your deck to draw X or to give your disciples access to all Sites this turn. • Identifiers: Holds up to 12 disciples. X = # of your Heroes here.

Yes, you always have a deck, even if there are 0 cards in it.

That's what I thought (I was the one who thought it was option 3 at the tourney :P). Thanks for the confirmation!
