It's written in the old REG or rulebook that used up Artifacts are discarded. There is no such rule for Sites. I always assumed they worked they same way and was surprised to find out they don't.

My question is... Dragonraid can be used for access without it's SA, why can't a NJ in your territory do the same thing?
Yes, NJ does go back in territory. And, yes, NJ remains a multi-color site. And, yes, multi-color sites can be used to grant access to any site by game rule. But the card has an SA that explicitly states,"This Site may be used for no more than two rescue attempts per game," and SAs override game rules.
If the only thing stopping NJ from being used forever is it's SA, then does that mean that I could use it with any FBN Hero forever?
Last I knew NJ discarded himself based on the rule used up cards are discarded.
Since when have FBN characters negated Special Abilities on sites (aside from Centurion at Capernaum, that is)?
Holy Grail doesn't say to discard after used either. The rules for Artifacts and Sites that have limited use should be the same. Am I the only one who sees this as inconsistent?

I agree they would be consistent if they were the same.
I'm not really sure why you think limited use Artifacts and Sites should be treated in the same manner when they are qualitatively different things. I don't consider treating different things differently as an example of inconsistency. There are any number of characters who have limited use per game abilities (e.g., Jephthah and King Amazing). Are you arguing we should discard those characters after their SA is used up?

Are you arguing we should discard those characters after their SA is used up?I would actually go the other way and say that used up Artifacts remain in the Artifact pile but the main thing is that if something is used up then it either goes away or stays around. The fact that one used up card remains while another used up card goes away is inconsistent.
