Ok, so i block with The terrifying beast banded to vitellius with rome in play and naaman's chariot and horses on him. i draw and play heavy taxes. i am killing my oponent, can they negate the ability?

Type: Evil Enh. • Brigade: Grey • Ability: 0 / X • Class: None • Special Ability: Opponent must discard a card from hand and you may draw a card. If used by an emperor, do this twice and end the battle. • Identifiers: NT, Depicts a Weapon, X = number of cards in your hand • Verse: Romans 13:7 • Availability: Faith of Fathers (Set 10)

In answer to you new question, no, end the battle cards are virtually CBI, since once the battle's over no one can play anything.
Use the Mad Bomber to rescue his Province.

Except that this End The Battle enhancement has to be played on an Emperor to end the battle. Since it's being use by the terrifying beast and initiative passed the 'normal' way (via numbers), then yes. They can negate it.

Assuming you mean Covenant of Noah, you can negate enhancements in other phases, but you cannot negate any cards from a battle that has already ended.
