If I have "The Silver Trumpets" in "Herod's Temple," is it active? So that I could have another artifact active too in my artifact pile?

Yup! Same goes for the tabernacle, solomon's temple, and Areopagus! There are also several characters who can hold certain artifacts!

Also... can you have more than one fortress active?

Yes. You can have as many distinct fortresses active at one time as you have in your deck. The only limitation on this is that you can only have one of Tabernacle, Solomon's Temple, or Z's Temple active at a time.

And can you ever deactivate a fortress?

You cannot deactivate a fortress as part of standard play. The only way to deactivate a fortress is through a special ability on a card.
