Trixy or illegal?

I have a Hero that's green/gold (thanks to Training in Righteousness).  I've Provisioned this Hero so he can choose the blocker, but my opponent has Kingdoms of this World occupied, protecting them from being forced to block with my character.

I enter battle with the green/gold Hero, target my EC as the blocker, then play first using Hidden Treasures and discard KotW with Vengeance of Eternal Fire (so my opponent is no longer being protected from blocking with my EC).  All Hero abilities have completed so it's now time for them to present the blocker and they would have to use the EC I targeted with Provisions.

So this raises two questions:

1) Even when a person is protected from CTB by KotW, does Provisions still choose a target (normally it just can't resolve because of the protection)?

2) By the order of opperations, does a chosen blocker enter battle at the normal time (after all Hero abilities, etc are completed) or do they enter exactly when the CTB special ability activates?


Kingdoms of the World
Type: Fortress • Brigade: Multicolor • Ability: None • Class: None • Special Ability: Evil Characters here are protected from effect, and may be removed during holder’s preparation phase only. While an Evil Character is here, protect holder from being forced to block with another player’s character.

Hidden Treasures
Type: Artifact • Brigade: • Ability: None • Class: None • Special Ability: Once per turn, if your lone green brigade prophet begins a battle, you may play an Enhancement or discard an evil Enhancement in an opponent's deck.

Provisions
Errata: Set Hero aside for 2 turns. On return, holder may draw 2 cards, and hero gains the special ability (for hero’s next rescue attempt only) “Holder may choose the Evil Character opponent uses to block.”

Vengeance of Eternal Fire
Errata: Discard Kingdoms of the World and two Lost Soul sites from one player’s territory and discard all Evil Characters placed on Lost Soul sites to “guard” them. Evil Characters return to owner’s territory.

1.  Provisions has to choose a legal target, right?  So you can't choose a character that your opponent can't be forced to block with.

2.  Choose the blocker happens last.  Hidden Treasures is a response, though, so it happens AFTER you've already selected the blocker.  So, you had to first choose a legal blocker.
