The REG is not clear: If I toss an enchantment with Foreign Spearman, and it causes an opposing hero to be */0 or less, they cant toss an enhancement because their character is dead?

Toss causes a decrease, and it's being decreased to 0 toughness or less that causes the discard, so that's under the entry for decrease.
