Title: Toss question

Does Toss trump a cannot be negated enhancement or regardless of enhancement (Essentially negating them)?

If so, how do you stop it?

Enhancements that are tossed are not being negated, they just aren't being played for their effect.  It is not "essentially negating" them, it is more akin to restricting them from being played in their normal manner.

You stop toss by getting rid of the card that is forcing you to toss cards.  Generally you'll do this by decreasing the tosser with toss or by using an out of battle card like writ or martyr to get rid of the card.

Toss doesn't negate anything, but the special ability on a Tossed enhancement never activates, so whether or not an enhancement is CBN or has "Regardless of Protection/Immunity" doesn't matter for Toss because the ability never even tries to activate.

Covenant with death is a great answer to toss if your trying to stop foreign spearman. If your referring to peace then banding is a great answer.
