The new Red Dragon says "ignores angels unless Michael is in play."

So, that would mean he cannot block angels (unless Michael is in play), correct?

No, that means if he blocks an angel, he ignores it (so he would defeat the angel unless the angel negated or interrupted his ability).

If Michael is in play then his ignore does not work.
