The decrease from Toss is Regardless of Protection, but it's not regardless of ignore, right?
So if my opponent attacks me with Jacob and plays Reuben's Torn Clothes and I block with Foreign Spearman from my hand, I won't be able to decrease Jacob with Toss can I?
If I'm right that an ignoring character can't be targeted by a decrease from Toss, does it matter where the Toss came from?
If I replace the defender of the above with someone who doesn't have a toss ability but have Coliseum up and toss an enhancement with a "Cannot be negated" in the ability, would I be able to decrease Jacob in that case? Basically I'm asking if the source of the toss is the character tossing the enhancement or the card that actually has the toss ability on it (in this example a Fortress that isn't being ignored)?

It's immune and protect that are the same. Ignore is different.
Foreign Spearman can't toss Enhancements to decrease Jacob, unless we change toss to be regardless of ignore as well.
Tossing with Coliseum should work, but Jacob may be considered to be ignoring the strength of the Enhancement.

In the case of Coliseum, Coliseum is discarding the EE to decrease Jacob X/X, where X is the strength of the discarded EE. But it's still Coliseum that is targeting Jacob, not the EE. And while the X/X decrease is based on the strength of the discarded EE, it's not the EE itself that is targeting Jacob in any way. So I don't think Jacob ignoring FS can do anything about Coliseum.

The enhancement being tossed is still being played on the ignored evil character meaning Jacob would ignore the decrease, right?

If I understand the Toss entry in the REG correctly, I believe Jacob is being targeted by both Coliseum and the enhancement being tossed. While he does not ignore Coliseum, he does ignore enhancements played by characters he's ignoring therefore he would not be affected by the tossed enhancements.
