Does a toss affect all opposing characters or just one? The wording in the REG makes it seem like only one.

Just one.

If I band two 4/4 characters and you toss an enhancement for 5/5, you can only target one of my two characters to decrease--the "leftover" 1/1 would not be applied to second character.
