Yes, because it was prevented, and Hand only protects itself from interruption.

Assuming the BTN card was played before Sinning Hand. After it is played, the only thing that can stop it is discarding half your hand.

Actually, in my experience it's been about 50/50 whether my opponent discards or not.

if you have the cbp lost soul up when you play it though, it cant be negated.
