Abilities target in play, but they don't have to be there to be used. However, if one used Nebby's Pride, you could not use the ongoing ability, as it has been interrupted for four turns.

He sets aside 10 of his ECs for 10 turns, one of them being Astrologers with Magic Charms on them.1.) Can he then capture his own heroes with Magic Charms? My instinct is no.I'm pretty sure an Artifact in set-aside cannot be active by game rule, though I don't know of any explicit rule that says that. So I would say no, but would need to do some research before citing a reason why. I know that inactive artifacts must be face down, and if you set aside an artifact with SWS it doesn't become active, so I guess that's kind of a reason.
