Title: Throne of David vs Evil Character

Throne of David says "When [you are] blocked [do stuff]". Does this ability come before the special ability on the Evil Character?

No, you are not considered to have been blocked until the EC's ability and other connecting abilites (banding, weapons, etc) are activated.

That's what I figured, but my friend kept pushing the issue, so I figured I'd get it verified.
