Yes, they don't gather resources. They also don't work together. The PTB said this.

Why don't they work? it looks like it would work some times the PTB is incosistant to me.

Although it isn't in the REG, one of them refers to cards with "ignores" in the title, whereas the other refers to cards with "ignore" in the title.

Was it ruled that High Places worked with Leprosy? That ruling may make an impact on the ruling of this situation.

That's what I thought. In that case, I will have to agree that the two covenents do not work together.
