I just wanted to know if having clear sleeves wi th a 0/2 Buckler on the back of them would be deemed "to big a distraction and not tournament legal"?

I think it would be ok on three conditions:

1. All of the bucklers are the same printing (there are differences between L and UL buckles.
2. You resist the urge to actually play with a buckler in your deck.
3. The bucklers are all secured the same way to the sleeves.

Speaking of sleeve requirements, and sorry for the hijack: am I correct in assuming we will need sleeves for booster draft decks? I'm bringing some just in case, but I wanted to check.

no, they're not required, but its a good idea if you draft some fairly valuable cards and want to protect them during gameplay.
