Do sites in battle (especially multicolor sites such as Ends of the Earth) count for the purposes of number of good brigades in battle/play (e.g., Punisher soul)? I know that the card itself is neutral, but the brigades are still "good brigades."

To note, they do still count as "brigades in battle" for cards that do not specify alignment, such as High Priest Ananias.
