If I play centurion's proclamation while I have blue tassels up, does that force my opponent to convert their evil character or can he chose to have the character captured and then he is protected and nothing happens?

Centurion's Proclamation (Di)
Type: Hero Enh. • Brigade: Red • Ability: 2 / 2 • Class: None • Special Ability: If used by a male Hero, interrupt the battle and capture a human Evil Character. Opponent may convert it to a Hero in any brigade instead.

Nothing happens. If the capture is not a legal target then the "instead" portion can never take place.
Have you visited the Land of Redemption today?

what if alter of dagon was up? could he still be captured?

Not if Blue Tassels is still up....  ;D

Otherwise, yes the capture would still take place. The "instead" is just stopped.
