Additionally, it's probably worth mentioning, that I believe if you deactivated Signet Ring and did not activate another artifact that your opponent would no longer have a "last activated artifact" that you could target. This is based solely off my intuition and not actual rulings so verification or clarification would be nice, but my understanding is that since artifacts only activate upon their literal activation and if they leave play they can only be targeted by Treasures of War if they were activated in the same phase.If my interpretation is correct, then that's why ToW can't negate opponent's banished Covenant of Prayer after their preparation phase or negate Magic Charms after your opponent has discarded it to capture Heroes.

I've always seen it ruled that "last activated artifact" means exactly that and persists indefinitely.
Well, I guess even if it was still considered the "last activated artifact" then would it still be targetable after it has left play? Maybe just in the same phase to be consistent with Covenant of Prayer?Or maybe you could still negate and discard Covenant of Prayer in the battle phase but since it's not in the same phase it can't be negated because it's an instant ability. Thoughts?
I still feel like I can target an artifact turned face down in your artifact pile if it was the "last artifact activated." But if it left play previously then you can't target it beyond that phase.
This is correct. Instant abilities cannot be negated in a later phase. Covenant of Prayer (and other artifacts that leave play) can be negated with ToW if it is still the same phase.

To discard them?Not CwP because it is already gone, since it is removed from the game, so it is no longer eligible to be targeted for discard.
As long as it is still classified as the last artifact activated I don't see a reason why do as much as you can wouldn't move it to the discard pile.
Under banish in the REG, there isn't a place that says you couldn't do this. I guess I don't understand why, unless you are trying to return your own banished artifact.
