1.  Can I activate it as an artifact to heal heros that don't need healing? Use it as an enhancement on heros that don't need healing?

2. Does it do all 3 actions stated on the card or do you just chose 1 of them to do?

could i play a new cov from hand like a healing enhancement but then use it to discard a card on my hero or return capt heros?

Can't brass serpent get rid of stuff though?

I'm not sure I understand the question. But to answer what I think you're asking, the difference is that Brass Serpent heals and does the other stuff. New Covenant is either/or. Only Healing enhancements get special playing rules, so if you're trying to use it to return Heroes or Discard placed cards, you have to play it in battle or use it as an Artifact.
