Well, In looking at decrease as a continuous effect, I'm not sure if that's correct or not though.

I'd argue that a card that says 'all characters' should be defined as a continuous effect, that means all Characters in play (or put in play) during the battle phase will decrease because of Hunger (unless Protected)...
... this also means that interrupts will interrupt a decrease too.
