X=# of cards in Hero's owner's hand
Example:
3 Player game
Player B has 8 cards in their hand and Player C has 10 cards in their hand.
1. If Player A plays NRFTL card and targets one hero from each opponents territory what does X equal?
Does it equal 10/10 or 8/8? or is it 8/8 for Player B and 10/10 for Player C?
