You can draw without exchanging, right? It's a "you may do x and y" ability, so y does not depend upon x, correct?

Nope if you draw 2 you must exchange. Note the AND in between draw and exchange.

If you're unable to exchange you still draw. But otherwise I believe Isildur is right.

Isildur is incorrect. Since there is a "may" before the "and" the "may" applies to all abilities after the "and" separately. You can choose to draw, exchange, both, or neither.

Browarod is correct. Read as "You may draw 2 and (you may) exchange..."

Yeah you have, I'm about 100% positive reach you choose each ability.
