I know the other team chooses who defends.But if I play a character that in their ability says that opponent must do something do I choose my opponent, is the one they choose to block or is it both of them that have to do what the ability says

At MN state last year it was ruled that the person attacking got to choose. I know we got an elder to rule on it because Bany disagreed.
EDIT: Huh. I thought the card was Hur, but that says selected, so I doubt that was it. Not sure what the card was. Maybe Westy remembers.

I figured it should be the attacker because the special ability should complete first.

This came up at the last tourney in teams, and I would also like to know for certain how these scenarios work. In the case of Levi, we ruled that his ability to discard didn't happen until the blocking team decided who was going to block, since territories aren't shared but the LoB is. I'm not sure about this though, I could probably see it going either way...

I'm pretty sure it depends on where you live in the country, since TEAMS doesn't actually have any rules.

TEAMS certainly has rules. I think you're confusing TEAMS with Intro-prep, which is a phase that is currently played differently in different parts of the country. Granted Intro-prep is only used in TEAMS, but that's a whole other issue :)
As for this particular topic. I would rule that when you attacked with a hero who did something to one of your opponent's that you can choose one of them to target with that affect. Then they can choose which of them will block.
In the case of Levi, since the LoB is shared, my Gen hero is captured by both players, so I could discard 1 human male EC from either of my opponents. Then they could choose who would block (even if it were the other opponent than the one I chose).
