Can I use Wages of Sin to grab an evil City if the Site part is what has the discard ability? I know that dual alignment cards where one of the alignments is neutral are considered to be the other alignment while in deck, discard pile, or Reserve, so a City where the fortress is evil is considered an evil card. So I guess the question boils down to this: does the evil part of an evil card have to have the discard ability in order to be targetable by WoS?
